WSP is seeking an experienced and commercially astute Senior Commercial Manager to support the delivery of a major Operations, Maintenance, and Refurbishment (OMR) infrastructure program in Riyadh. The role requires strong leadership and commercial expertise to manage cost, contracts, claims, and procurement strategy within a PMC environment. The successful candidate is preferred to be a native Arabic speaker with a deep knowledge of local market practices and contractual frameworks.
- Lead the commercial management of the OMR program covering infrastructure assets, refurbishment, and facilities management projects.
- Manage procurement strategy, contract administration, and commercial risk across multiple workstreams.
- Oversee the preparation, negotiation, and management of contracts and service providers, ensuring alignment with project objectives.
- Review and approve interim payments, variations, claims, and final account settlements.
- Monitor budget performance, cost forecasts, and cash flows in line with the project requirements.
- Ensure compliance with contract terms and conditions and provide guidance on contractual disputes and claims resolution.
- Coordinate closely with project controls, technical, and construction teams to align cost, schedule, and risk elements.
- Prepare and present commercial reports, dashboards, and briefings to internal management and the client.
- Provide strategic input on value engineering, cost optimization, and commercial risk mitigation.
- Mentor and support junior commercial staff to build capability and ensure consistency in delivery.
- Bachelor’s degree in quantity surveying, Engineering, Construction Management, or a related discipline.
- Minimum 15 years of commercial experience in infrastructure projects, with at least 5 years in a PMC / Supervision environment.
- Strong exposure to Operations, Maintenance & Refurbishment (OMR) projects.
- Excellent knowledge of standard forms of contract (e.g., FIDIC) and local Saudi contractual frameworks.
- Proven ability to manage large-scale commercial operations, budgets, and procurement processes.
- Strong understanding of cost control, forecasting, value engineering, and dispute resolution.
- Excellent stakeholder engagement and communication skills.
- Fluency in Arabic (native speaker) is strongly preferrable, with strong command of English.
- Strong leadership skills and ability to manage multi-disciplinary teams.
- MRICS, FRICS, or equivalent professional membership.
- Prior experience on Saudi government infrastructure programs.
- Familiarity with digital commercial tools and platforms.
