Project Overview:
Bechtel has been involved over the last 80 years in some of the world’s busiest and most complex airport projects, including Greenfield and Brownfield developments. In the GCC, we have held significant roles on King Khalid, King Fahad, Dubai, Hamad, and Muscat international airports. As we consider the future of aviation globally and in the GCC, we are very enthusiastic about the future of aviation in the Kingdom of Saudi Arabia.
We are currently considering candidates with aviation, other transportation or complex public accessible building project experience to provide project management consultancy services (including technical, commercial and construction management) for a major infrastructure project in Riyadh.
Job Summary:
The Permits, Licensing, and Approvals Manager is responsible for overseeing the application and approval processes for all project-related permits and licenses. This role involves collaborating with local, regional, and governmental authorities to ensure compliance with regulations and timely approvals. Key responsibilities include monitoring permit applications, maintaining accurate documentation and advising project teams on permit requirements. The manager will proactively identify potential permitting challenges and develop mitigation strategies to keep projects on schedule.
Major Responsibilities:
- Coordination of Applications: Manage the submission and approval process for all necessary permits and licenses, including building, environmental, and operational permits.
- Collaboration with Authorities: Liaise with local, regional, and governmental entities to ensure timely submission of applications and adherence to all requirements.
- Application Monitoring: Track the status of permit applications, proactively following up with authorities to resolve issues and expedite approvals.
- Regulatory Compliance: Ensure that the project complies with all relevant regulations, including zoning, environmental, construction, and health and safety laws.
- Knowledge Maintenance: Stay informed about local, regional, and national permitting requirements, ensuring all applications reflect current laws and regulations.
- Advisory Role: Provide guidance to project teams on permit-related requirements and restrictions that may affect project timelines and activities.
- Record Keeping: Maintain a comprehensive database of permits, licenses, approvals, and associated documentation, ensuring accuracy and accessibility.
- Supporting Documentation: Ensure that all necessary documents, including project plans, drawings, and environmental assessments, are included with permit applications.
- Reporting: Prepare and file reports related to permits, maintaining compliance with legal and organizational standards.
- Point of Contact: Serve as the primary liaison for all permit-related inquiries and correspondence between project teams, contractors, local authorities, and stakeholders.
- Issue Resolution: Work closely with construction, environmental, legal, and project management teams to identify and address any permitting challenges.
- Risk Management: Proactively identify potential permitting challenges, including delays and regulatory changes, and develop mitigation strategies.
- Reporting to Management: Prepare regular updates for senior management and stakeholders on the status of permit applications, approvals, and compliance.
- Documentation Maintenance: Ensure all permit-related documentation is filed and tracked according to project record-keeping procedures.
Education and Experience Requirements:
Requires bachelor's degree (or international equivalent) and 10-13 years of relevant experience or 14-17 years of relevant work experience
Required Knowledge and Skills:
- Self-Motivation: Highly motivated self-starter with a drive for success.
- Permits Management: Proven experience in managing permits for large-scale projects, with a strong understanding of KSA permitting processes and regulations. Familiarity with regulatory bodies, particularly the General Authority of Civil Aviation (GACA), is essential.

- Organizational Skills: Strong capabilities in organizing, communicating, and interacting across various organizational levels.
- Attention to Detail: Strong focus on excellence and meticulousness.
