General Summary
The Manager of Project Controls is part of the Centre of Excellence. The individual will support and provide guidance to the Business Units for compliance with the Stage Gate templates and process. This includes tracking the changes and inputs and receiving feedback from the Business Units. The position emphasizes compliance with strategic frameworks, governance structures, and the Target Operating Model (TOM), aligning with Vision 2030 and Qiddiya’s objectives. Key duties will include ensuring the Business Units successfully comply with the Stage Gate process, streamlining Stage Gate operations, and promoting best practices to ensure consistency, quality, and regulatory compliance.
Essential Duties and Responsibilities
1. Support the COE Lead for Stage Gate Review for Asset Development covering all asset classes – Landmark, Core, Hospitality, Supporting & Social Assets.
2. Support the BUs throughout the Asset Development cycle and process, documenting any guidance on the Stage Gate deliverables ahead of the Stage Gate Review Panels to ensure compliance with the templates. Requires understanding of Development Processes –
a. Project management skills
b. Demonstrates technical knowledge and understanding in end-to-end development methodologies.
3. Compile and review updates to the Stage Gate process and deliverable templates for Asset Development based on feedback from internal teams.
4. Compile and review best practice templates for submission to knowledge management database.
5. Draft or update templates as required for the Stage Gate.
6. Assist to draft policies and procedures relating to Stage Gates for Asset Development e.g. governance, development policies, best practices.
7. Support CDU initiatives such as project tracking systems, development of dashboards and reporting mechanisms to monitor progress on key performance metrics, timelines, and budgets.
8. Support risk management to identify potential risks and integrate mitigation strategies and solutions across asset development operations.
9. Support ad hoc COE initiatives and projects.
10. Preparing reports to update committees and management on Stage Gate process, data and COE initiatives.
11. Drafting guidance, manuals and updates for Stage Gate process and templates.
12. Working with multiple stakeholders and external consultants to communicate updates and changes to the Stage Gate process and templates.

Job Specification
Qualifications:
Bachelor degree in Construction, Project Management, Real Estate or any related field.
Professional Certifications
Years of Experience:
1. At least 8 years experience in real estate construction projects with an understanding of the real estate construction process and lifecycle.
2. Understanding of construction documents, development briefs, RFPs, tender documents and deliverables and the various stages of a construction project from concept masterplan to completion.
3. Familiarity of the Stage Gate process and implementation is a plus.
4. Experience with project management and workflow tools (e.g. P6, Unifier, Primavera) in change management, operational excellence and managing multiple stakeholders (internal and external).
5. Comfortable and adaptable working in a fluid, fast paced and challenging environment across different internal functions and stakeholders.
