General Summary
The Associate Director of Project Controls is part of the Centre of Excellence. The individual will partner and support the Business Units throughout the Asset Development process, providing key guidance, advice, compliance and governance with the Stage Gate process and proactively engaging the Business Units for feedback and support. The position emphasizes compliance with strategic frameworks, governance structures, and the Target Operating Model (TOM), aligning with Vision 2030 and Qiddiya’s objectives. Key duties will include ensuring the Business Units successfully comply with the Stage Gate process, streamlining Stage Gate operations, and promoting best practices to ensure consistency, quality, and regulatory compliance.
Essential Duties and Responsibilities
1. Be the Point of Contact for the Business Units for Stage Gate Review for Asset Development covering all asset classes – Landmark, Core, Hospitality, Supporting & Social Assets.
2. Partner and support the BUs throughout the Asset Development cycle and process, providing guidance and advice on the Stage Gate deliverables ahead of the Stage Gate Review Panels to ensure compliance with the templates and the required level of details. Requires good understanding of Development Processes –
a. Strong project management skills
b. Demonstrates strong technical knowledge and fluency in end-to-end development methodologies.
3. Ability to build processes, effect change, work with different internal stakeholders and project manage the initiative from start to finish. E.g. Propose updates and improvements to the Stage Gate process and deliverable templates based on feedback from internal teams.
4. Propose best practice templates for submission to knowledge management database.
5. Participate in Stage Gate Review Panels as an observer. Ensure compliance with the Stage Gate process and the Stage Gate deliverables are prepared in a consistent manner and format.
6. Support and guide the BUs in the Stage Gate submission on the Unify system.
7. Draft or update templates as required for the Stage Gate.
8. Draft policies and procedures relating to Stage Gates for Asset Development e.g. governance, development policies, best practices. Implement the policies and procedures through the different BUs, aligning with the interests of the BUs and the CDU (working with different stakeholders and project managing the entire process).
9. Support CDU initiatives such as project tracking systems, development of dashboards and reporting mechanisms to monitor progress on key performance metrics, timelines, and budgets.
10. Propose a risk management framework within the Stage Gate process to identify potential risks and integrate mitigation strategies and solutions across asset development operations.
11. Drafting guidance, manuals and updates for Stage Gate process and templates and communicating changes and collating feedback from the BUs.
12. Working with multiple stakeholders and external consultants to communicate updates and changes to the Stage Gate process and templates. Preparing a communications plan for stakeholder engagement and the ability to manage multiple stakeholder feedback and interests.

Job Specification
Qualifications:
Bachelor degree in Construction, Project Management, Real Estate or any related field. Masters degree preferred.
Professional Certifications:
Project Management certification preferred.
Years of Experience:
1. At least 12 years experience in real estate construction projects with a strong understanding of the real estate construction process and lifecycle.
2. Strong understanding of construction documents, development briefs, RFPs, tender documents and deliverables and the various stages of a construction project from concept masterplan to completion.
3. Familiarity of the Stage Gate process and implementation is a plus.
4. Strong experience with project management and workflow tools (e.g. P6, Unifier, Primavera) with demonstrated achievements in change management, operational excellence and managing multiple stakeholders (internal and external).
5. Comfortable and adaptable working in a fluid, fast paced and challenging environment across different internal functions and stakeholders.
6. Strong stakeholder management skills and experience, with proven relationship building ability and high EQ.
