Job Responsibilities:
- Manage the annual procurement plan in coordination with departments to ensure their operational and strategic needs are met.
- Supervise the analysis of recurring and emerging procurement needs and provide recommendations to update the procurement plan based on market and regulatory changes.
- Oversee pre-qualification procedures for suppliers, set selection criteria, and ensure their compliance with the authority's requirements.
- Consolidate procurement needs across departments and propose unified purchasing methods to enhance efficiency and reduce costs.
- Manage the tendering, bidding, evaluation, and supplier selection process in coordination with technical and legal entities.
- Ensure adherence to best procurement practices (e.g., open tenders, limited tenders, direct purchases) based on the nature of each request, while ensuring fairness and transparency.
- Ensure the effective use of all resources to achieve the strategic plan objectives.
Requirements
- Bachelor’s degree in supply chain management, Business Administration, Logistics,
- +10 years of experience in supply chain management, including at least 5 years in leadership or managerial role.
- Market analysis and vendor evaluation techniques.
- Positive attitude, detail, and customer-oriented with good multitasking and organizational ability.
- Budgeting and cost control principles.
- Strategic thinking and decision-making abilities.
