Company Description
SOCOTEC ARABIA has been appointed as the PMO for a high-profile, confidential development program in Riyadh City—Riyadh Endeavors. As part of the executive leadership within a 50-person PMO team, we are seeking a Deputy PMC to support the PMO Lead and focus on the end-to-end delivery of the program, including oversight of project management, design management, and transversal functions. This position is instrumental in driving coordination, performance, and execution across all disciplines and workstreams.
Job Description
The Deputy PMC will operate at an executive level within the PMO organization and act as the right hand to the PMO Lead. The role focuses on managing and integrating delivery components of the program—ensuring successful coordination across project management, design management, and other key horizontal functions. The Deputy PMC will serve as a central driver for execution excellence across a complex and multidisciplinary program environment.
Key Responsibilities:
- Program Delivery Leadership:
Oversee the implementation and performance of all delivery-related activities across the program lifecycle. Drive integration between planning, design, procurement, and execution functions to ensure seamless, on-time delivery. - Design & Technical Oversight:
Supervise the Design Management function to ensure that all design deliverables are aligned with program requirements, budgets, and timelines. Coordinate between design consultants, regulatory authorities, and internal teams. - Transversal Functions Integration:
Manage and coordinate transversal functions such as change management, quality, sustainability, digital systems, and interface management, ensuring their full alignment with delivery objectives. - Project Controls & Governance:
Support the PMO Lead in maintaining program governance, reporting structures, dashboards, and executive-level control mechanisms, ensuring accurate tracking of performance, risks, and milestones. - Stakeholder Coordination:
Represent the PMO in high-level coordination with clients, consultants, and contractors. Serve as a key liaison to ensure alignment of all delivery parties with strategic and operational goals. - Risk & Issue Management:
Proactively identify and manage risks, delivery bottlenecks, and cross-functional dependencies. Drive decision-making and escalation processes to protect project delivery integrity. - Team Leadership & Mentorship:
Provide day-to-day guidance to project managers, design managers, and transversal team leads. Support the development and performance management of direct and indirect reports. - Reporting:
Deliver executive-level reports, progress updates, and presentations to the PMO Lead and senior stakeholders, ensuring transparency and accountability across all delivery streams.
Qualifications
Qualifications & Experience:
- Experience:
Minimum of 20 years in program and project management with demonstrated experience in overseeing delivery for large-scale, multi-disciplinary development projects, ideally in the Middle East. - Leadership:
Proven track record of leading delivery teams within a PMO or consultancy setup. Experience managing multi-stakeholder interfaces including contractors, consultants, and government bodies. - Expertise:
Strong background in design and technical coordination, project execution, and integration of transversal PMO functions such as document control, risk, and quality. - Certifications:
PMP, PgMP, or equivalent project management certification is required. Degrees in engineering, architecture, or construction management preferred. - Technology & Tools:
Proficiency in Primavera P6, PMIS tools, and digital platforms for reporting and project monitoring. Experience implementing or managing digital twin/BI dashboards is a plus. - Communication:
Excellent interpersonal and communication skills. Able to lead executive-level engagements and produce high-quality reports and presentations. English fluency is required; Arabic is an advantage.
