Job Description:
Parsons is looking for an amazingly talented Contracts Manager (Commercial) to join our team! You will lead and manage the contractual and commercial aspects of a high-profile airfield infrastructure development at an international airport. This role requires deep knowledge of contract administration, claims management, procurement, and commercial risk mitigation within large-scale infrastructure projects, particularly in aviation or airport environments.
The ideal candidate will bring a minimum of 15 years of experience in contract and commercial management, including leadership roles on complex, multidisciplinary projects.
What You'll Be Doing:
- Lead all contract administration activities for the project, including review, drafting, and interpretation of contract documents, terms, and conditions.
- Manage the full contract lifecycle—from pre-award strategy, tendering, negotiation, through execution and close-out.
- Ensure all contractual obligations (both client-side and contractor-side) are identified, monitored, and enforced throughout the project lifecycle.
- Proactively manage and mitigate claims, variations, disputes, and delays; prepare and respond to contractual correspondence and notices.
- Lead commercial negotiations and collaborate with legal and technical teams to resolve disputes amicably or support arbitration/litigation as required.
- Maintain comprehensive claim registers and prepare impact assessments for potential cost/time changes.
- Support procurement strategy and lead commercial evaluation of bids, including scope alignment, pricing validation, and risk assessment.
- Oversee subcontractor and supplier contract administration, ensuring alignment with main contract and project objectives.
- Monitor contract deliverables, payment schedules, warranties, and performance bonds.
- Develop, implement, and monitor commercial control systems, including budgets, forecasts, cost-to-complete, and earned value analysis.
- Provide accurate commercial reporting to senior management and stakeholders on a monthly and ad hoc basis.
- Monitor and control cash flow, invoice submissions, payment certifications, and contractual compliance.
- Act as the main point of contact for all contractual and commercial matters between the client, consultants, and contractors.
- Lead commercial meetings and participate in project steering committees and high-level reviews.
- Mentor junior contract administrators and support staff to build internal capabilities and maintain high-performance standards.
- Ensure compliance with local regulations, client requirements, and international standards such as FIDIC, NEC, or bespoke contracts.
- Identify and mitigate commercial and contractual risks across the project.
- Maintain high ethical standards in all commercial dealings and promote contract compliance culture.
What Required Skills You'll Bring;
- Bachelor’s degree in Quantity Surveying, Construction Law, Engineering, or a related discipline.
- Master’s degree or relevant certifications in contract law, commercial management, or construction law is preferred.
- Minimum 15 years of progressive experience in commercial and contract management on large-scale infrastructure projects.
- Proven track record of working on airport or airfield projects, with understanding of aviation sector constraints and regulations.
- Demonstrated experience managing large, complex contracts using FIDIC or equivalent standard forms.
- Deep knowledge of contract law, risk allocation, tendering procedures, and cost control systems.
- Strong experience with claims preparation/defense, change management, and dispute resolution mechanisms.
- Excellent negotiation, communication, and stakeholder engagement skills.
- Proficiency in commercial software such as CCS, Candy, Aconex, Primavera, or equivalent.
- Strong analytical, reporting, and decision-making capabilities under time pressure.
- Professional certifications such as MRICS, CICES, or PMP.
- Experience with airport authorities, military aviation infrastructure, or PPP projects.
- Knowledge of FIDIC 1999 and 2017 editions, including DAB procedures and arbitration experience.
- Exposure to Middle East projects and regulations (GCC laws, airport-specific standards).
- Fluency in written and spoken English; Arabic proficiency is an added advantage.
