Job Description:
Parsons is looking for an amazingly talented Senior Project Manager – Roads Infrastructure to join our team! In this role, you will provide direction and management for medium-sized roads and highways projects, or several smaller road infrastructure projects, ensuring on-schedule completion within or below budget in accordance with contractual obligations. You will be responsible for scope development, scope management, and the commercial performance of road infrastructure projects to meet project goals and objectives. You will plan and define program goals, devise methods to accomplish them, and develop in-depth knowledge of client objectives, contract terms, and corporate policies. Ensuring that the project meets or exceeds goals established in these plans is a key focus. Typically, you will manage roads infrastructure projects up to $100 million in total installed cost.
What You'll Be Doing:
Plan, direct, supervise, and control the execution of all business, technical, fiscal, and administrative functions of assigned road infrastructure projects.
Oversee the establishment of the Project Execution Plan, Health and Safety Plan, Quality Assurance/Quality Control Plan, and other documents specific to roads and highways projects.
Establish the program requirements for all areas of the project, ensuring that draft and final deliverables adhere to these criteria.
Assign responsibility for executing project plans to key subordinates, leveraging their qualifications and strengths to deliver successful road infrastructure projects.
Negotiate changes to the scope of work with clients and key subcontractors, particularly in the context of road design, construction, and maintenance.
Market and secure additional work with clients in the roads and highways sector.
Follow up on instructions and commitments associated with the project, ensuring alignment with road infrastructure objectives.
Develop and distribute a project summary to all members of the project team for reference, with a focus on roads and highways deliverables.
Provide input on performance reviews and development plans for subordinates, particularly those working on road infrastructure projects.
Mobilize company resources to create project teams capable of delivering effective, high-quality work in the roads and highways domain.
Collaborate with office facilities staff to address project space requirements for road infrastructure teams.
Work with other managers, project engineers, and discipline leads to develop budgets, schedules, and plans for various elements of road infrastructure projects.
Devise and execute action plans to rectify potential cost overruns or delays, or to accommodate significant changes to the scope of work; advise the client and company management of changes specific to road infrastructure projects.
Maintain current and timely change orders related to roads and highways projects.
Promote technical and commercial excellence on road infrastructure projects through the application of Quality Assurance processes.
Monitor and report to management on the progress of all project activity within the program, including significant milestones and any conditions that could affect project cost or schedule.
Act as the Company representative with clients and selected subcontractors during the execution of road infrastructure projects.
Participate in negotiations with regulatory agencies and in public meetings in support of clients, particularly for road infrastructure projects.
Establish weekly meetings to review project status and formulate action items specific to roads and highways projects.

What Required Skills You'll Bring:
Bachelor’s Degree in Civil Engineering or a related technical/business field, with a focus on roads and highways infrastructure.
15+ years of related work experience, including previous project management experience on roads, highways, or related infrastructure projects.
Licenses and Certifications: Professional registration may also be required.
What Desired Skills You'll Bring:
Ability to meet Parsons’ project management certification requirements.
Familiarity with the integration of engineering/technical aspects, as well as procurement and construction activities, specifically for roads and highways projects.
Proven ability to perform in a management capacity, particularly in the roads infrastructure sector.
Excellent written and oral communication skills.
Thorough knowledge of industry practices and regulations related to road infrastructure.
Knowledge of current technology and how it can be effectively utilized in roads and highways projects.
