Qiddiya Investment Company is embarking on an extraordinary journey to create a premier entertainment destination in Saudi Arabia, and we are seeking a dynamic and experienced professional to join our team as Senior Manager of Billing & Collection for our Master Community. This pivotal role will involve overseeing the billing and collections processes, ensuring accuracy and timeliness while fostering strong relationships with residents and stakeholders.
The Senior Manager will be responsible for managing the billing cycle, developing strategic initiatives to optimize collections, and collaborating cross-functionally to enhance customer satisfaction and operational efficiency. Your leadership will be crucial in driving revenue growth and maintaining financial integrity within the Master Community.
Responsibilities
- Meets with and reports to the Executive Director of Master Community about assigned functions within the Master Community Department.
- Leads all financial affairs of the Master Community Department under the direction of the EDMC.
- Oversees the work of assigned staff, consultants, and other associated service providers within the Internal Services program.
- Provides guidance and direction on projects and assignments as necessary to ensure their successful completion
- Oversees the development and manipulation of all operational cost models that predict various operating costs and Master Developer Service charges to be recovered to fund such costs, in line with the Master Community and City Operational Framework exposure over the life of the project.
- Manages the Master Community budget including creation, monitoring, revenue/expenditure projections, expenditure tracking, and other budget-related functions.
- Advises on required updates to the Master Community Charter to ensure that all public assets fall under the jurisdiction of the Master Developer, enabling service charges to be levied.
- Oversees the accounts payable function within Master Community, ensuring that all bills and invoices to MC are reviewed, confirmed, and paid on-time or inquiries raised to the billing source if charges are deemed questionable or invalid.
- Manages all billing and collection functions within Master Community relative to user charges, service fees, taxes, and other revenue sources. Responsibilities include rate setting, invoice development/delivery, auditing, and other related functions. Billing may be related to utility services (water/sewer/etc), service charges (against property), public services (solid waste collection, etc), taxes, and the like.
- Oversees the creation, development, and submission of all financial reports as dictated by Qiddiya protocol and regulatory agency requirements. Ensures the accuracy and validity of all financial data, as reported on behalf of Qiddiya
- Leads the development, review, and enforcement of all financial policies, procedures, protocol, and other associated governance documents within Master Communities.
Requirements
- Bachelor's degree in finance, accounting, business administration, or a related field (Master's degree preferred)
- Minimum of 7+ relevant years of experience in billing and collections, preferably within real estate or community management
- Including at least 4 years in a supervisory role.
- Strong understanding of billing processes, collections strategies, and financial management
- Proven leadership skills with experience managing teams and driving performance
- Excellent analytical and problem-solving skills, with a keen attention to detail
- Strong communication and interpersonal skills to effectively engage with stakeholders and residents
- Proficient in billing software and financial management systems, with advanced Excel skills
- Ability to work in a fast-paced environment and manage multiple priorities effectively
