- Establish and maintain close working relations with RSAF, MoDSAP & Contractor personnel.
- Establish an accurate understanding of the Customer’s concerns and requirements, through regular and direct contact with RSAF and Base personnel.
- Be familiar with the Unit mission requirements, knowledgeable of the Maintenance and Quality Management concepts and understand the lateral functions of other activities.
- Provide the Maintenance Squadron Commander with information regarding significant trends and results of inspections and assessments.
- Carry out all defined Inspections, Assessments, Evaluations, Investigations, TCTO First Time Compliance verifications as defined in RSAF Manuals.
- Assist in the compilation of statistics and analyse data in relation to Operational Readiness and Aircraft serviceability rates and provide presentation material and reports as necessary.
- Co-ordinate and carry out Quality Management Assessments (QMA) of each Maintenance function to measure the compliance with in place RSAF Quality procedures.
- Maintain and manage the Engineering Assistance Request (EAR) process for ground equipment and for the resolution of other problems affecting aircraft systems, subsystems, components and equipment.
- Serve as the primary technical advisory agency for Maintenance, assisting Production Supervisors, Superintendents and Management in the resolution of quality problems.
- Be familiar with all other Specialty positions within the Department to ensure effective coverage of all Production WorkCentre.
- Support RSAF Headquarters Maintenance and Engineering with the provision of timely answers, recommendations and Quality information on Support Equipment.
- Conduct specific technical or project support investigations as necessary to support the above activities and to enable the evaluation of new data to clarify perceived problems in order to achieve the best end result.
- Be able to resolve issues that fall outside normal technical processes and procedures through innovative and creative thinking.
- Have the ability to review task performance against set objectives and to adapt / react accordingly.
- Have the ability to assume the role of Superintendent Quality Assurance during periods of his absence and effectively manage the duties and responsibilities of that position.
- Essential.
- Be a skill level seven or higher.
- Be a currently approved Grade 2 Technician or Supervisor; preferably with Tornado Aerospace Ground Equipment experience.
- Be fully knowledgeable in planning, scheduling and controlling resources.
- Be totally familiar with Technical, Management and Quality Assurance procedures.
- Be willing to update skills in areas not related to his career field.
- Demonstrate the ability to write clearly and effectively to a high standard.
- Have first-hand experience in using manual and computerised records management, data collection and information systems.
- Have direct experience in managing quality, conducting training and supervising personnel.
- Understand and use Maintenance’s Gold System.
- Have the ability to assess the effectiveness of procedural compliance.
- Desirable
- Must have a thorough knowledge of RSAF QA principles as detailed in RSAF Instruction 4-7166-1-3-1 and 4-7166-1-3-2.
- Must have a minimum of eight years practical and progressive experience in servicing, maintaining, repairing and performing inspection type duties on Ground equipment, preferably with an aircraft experience. Five of the eight years shall have been on modem jet aircraft with at least three years on Tornado or similar jet aircraft.
- Must have demonstrated a capacity for rapid and accurate fault diagnosis and have a thorough knowledge of RSAF Maintenance concepts.
- Must be temperamentally suited to become a QA Inspector.
- He must have a thorough working knowledge of the Defect Prevention programme and defect prevention techniques.
- Must be undertaking study or have completed Quality Management CBT through the LRC.
- He must be familiar with the concepts and principles of effective facilitation in helping Improvement Teams to apply QM tools and methods.
- He must to able to identify the problem source by applying Root Cause Analysis techniques
- Have Quality Management Courses defined by the QCFC.
