Job Description
General Characteristics (Job Summary)
- Support safety control in Engineering and Construction project
Roles and Responsibilities
- Responsible for monitoring and assessing hazardous and developing safety measures.
- Correct unsafe acts or conditions through the regular line of authority.
- Report incidents/accidents and other unusual occurrences at site.
- Assist HSE manager in conducting full investigation of accident / incident, including near misses.
- Determine probable causes, develops, circulates and enforces appropriate permanent preventive measures.
- Advice new and existing personnel of proper and safe work procedures.
- Participate to Corporate / Project-developed Safety Training / Incentive and Awareness Programs.
- Closely monitor scaffold erection / dismantling work, permit-required confined space entries, crane work / lifting operations, hot work, equipment energization, tie-ins, and similar hazardous activities and. ensures that all relevant requirements are complied with.
- Carry out daily site surveys to ensure only safe work methods are in operation, adequate fire and fall protection are in place, adequate welfare and first aid facilities are properly maintained, approved tools are being used and sufficient Personal Protective Equipment provided and properly worn.
- Check and ensure compliance of site work-force with the approved Safe Work Permit System / Procedure in the plant.
- To encourage worker to promote safety awareness while working.
- Coordinate in the provision of HSE awareness program, monitor and advice proper application of permit to work system.
- Monitor compliance to the Company HSMS by conducting regular inspections and internal auditing of site activities.
- Monitor compliance with established site safety rules and make sure these are conspicuously posted- Conduct site daily safety inspection.
- Emergency Response (Accident, Near miss, Medical events).
- Support implementation of safety program at site.
- Coordination with Subcontractor's Safety and site workers.
- Coordinate and respond to the site client supervision.
- Administer orientation program for project employees.
- Maintain records, report and document to meet company or regulatory requirements.
- Conduct investigations of project incidents that may result in litigation; obtains and protects collected data.
- Participate in monitoring and controlling HSE standards and applicable laws and regulations.
- Maintain a complete and up-to-date record of Safety Inspections / Reports, Competent / Certified Personnel, Rigging Equipment Certifications / Test Certificates, Heavy Equipment Third Party Inspections, Safety Statistics and other required pertinent documents.
Qualifications
Education
- Diploma in Any Science / Engineering or equivalent.
Experience
- Min. 3 projects as Safety Officer with min. manpower of 500.
- Experience in construction site working in safety.
- Project-based safety control experience ideally gained within the Oil and Gas industry or Petrochemical industry.
Knowledge
- Specialized knowledge in HSE management.
- First Aider and Basic Life Support certified.
- Knowledgeable in Construction Safety Rules.
- Good communication Skills and Good relationship management.
- Inspection skills for electrical safety, heavy equipment safety, Scaffolding safety, Tools safety etc.
