Job Summary:
The HSE Manager is responsible for developing, implementing, and managing health, safety, and environmental (HSE) strategies and policies for construction projects in compliance with Saudi Arabian regulations, company policies, and international standards (e.g., ISO 45001, ISO 14001, OSHA). The HSE Manager ensures that all construction activities are carried out safely and sustainably, with minimal risk to personnel, property, and the environment.
Key Responsibilities:
- Develop and implement HSE plans, policies, and procedures in line with Saudi legislation and project requirements.
- Lead HSE audits, inspections, and risk assessments across construction sites.
- Identify potential hazards and implement preventive and corrective measures.
- Manage incident and accident investigations; prepare detailed reports and recommend solutions.
- Liaise with governmental and local authorities on regulatory compliance, permits, and inspections.
- Conduct regular safety meetings, toolbox talks, and awareness campaigns for staff and contractors.
- Develop and deliver HSE training programs for employees and subcontractors.
- Maintain documentation and records of incidents, inspections, trainings, and permits.
- Monitor subcontractor HSE performance and enforce compliance with site safety protocols.
- Lead the emergency response planning and drills.
Qualifications:
- Bachelor's Degree in Engineering, Environmental Science, Occupational Health & Safety, or a related field.
- NEBOSH International General Certificate (IGC) or Diploma (mandatory).
- Additional certifications (e.g., OSHA, IOSH, ISO 45001 Lead Auditor, First Aid) are preferred.
- Registration with Saudi Council of Engineers (SCE) is an advantage.
- Minimum 10-15 years of HSE experience in the construction industry, with at least 10 years in Saudi Arabia or the GCC.
Skills & Competencies:
- In-depth knowledge of Saudi Arabian HSE laws and construction safety practices.
- Strong leadership, communication, and team management skills.
- Proficient in preparing HSE reports and documentation.
- Ability to work under pressure in a fast-paced project environment.
- Fluency in English is essential; Arabic is a plus.
