General Description of Role and Responsibilities:
- Prepare and implement the HSE management plan to support the health, safety and environmental objectives of the company.
- Develop, implement and maintain HSE policies and procedures. Mange, develop, evaluate and lead the HSE team to execute the assigned tasks.
- Monitor the construction activities oto ensure the required standards are met including revisions of the SOPs.
- Develop mechanisms to monitor and record violations related to HSE and ensure proper documentation.
- Document the specific SOPs for projects to avoid injuries and ensure applications of them in coordination with the concerned party.
- Develop plans for conducting random health and safety checks on project to ensure compliance with company health and safety policies and guidelines.
- Report non-compliance with health and safety policies and guidelines to Management Team along with recommended rectification actions.
- Ensure training employees on health and safety practices and regulations thus ensuring compliance with the required quality health, and safety standards.
- Assess the effectiveness of projects safety analyses or other project risk management methods in controlling high risk activities.
- Review and approve methods developed by the Safety Engineer to manage potentially hazardous conditions and practices in systems, equipment, facilities or processes to be used in projects.
- Review reports developed by the Safety Inspector indicating the results of all the health and safety checks conducted on the project and provide recommendations for improvement/remedial actions as needed.
- Review the relevant health and safety reports including the incidents that occurred, the site in which the incidents occurred, the recorded time of the incident and approve the most appropriate course of action.
- Ensure the adequate collection of health and safety statistics on a monthly basis and review relevant incident reports to develop remedial actions and thus minimize recurrences.
- Investigate HSE incidents and injuries and submit reports clarifying the reasons and responsible individuals for them.
- Assist in compliance reviews, general risk assessments and other safety assessments to support Health, Safety and Environmental management.
- Participate in detailed incident investigations and Root Cause Analysis.
- Promote incident prevention culture for the benefit of employees and visitors.
- Informs themselves of the relevant Quality, Environmental, Safety and Occupational Health Policies, Manuals and Procedures within Hill International and ensures continued compliance with these requirements while employed by Hill.
- Perform other duties as assigned by the line manager/supervisor.
Qualifications, Experience, Knowledge, and Skills:
- Bachelor's degree in HSE, Civil Engineering, Industrial Engineering or any related field
- HSE, OSHA, IOSH & NEBOSH certificates.
- 15+ years of experience required; airport construction experience preferred.
- Excellent report writing skills required with fluency in oral and written English.
- ISO 14001 Lead auditor certification preferred.
