Job Title: Oracle Developer
Job Purpose:
To design, develop, and maintain robust Oracle-based solutions for government systems, ensuring optimal performance, security, and compliance. The role combines technical expertise in Oracle technologies with an understanding of IT standards to deliver efficient, scalable applications that meet public sector requirements.
The position focuses on creating seamless database solutions, implementing secure integrations, and maintaining ASP.NET components while adhering to strict government protocols. It bridges technical development with regulatory compliance to support critical operations.
Key Responsibilities:
1. Development Oracle Systems:
· Analyze system requirements and transform them into technical solutions
· Design and develop Oracle databases and user interfaces using:
- Oracle Forms and Reports (11g/12c)
- Oracle ADF (Application Development Framework)
- Oracle Visual Builder Cloud Service
· Develop reports using:
- Oracle BI Publisher
- Oracle Reports Builder
- Oracle Analytics Server
2. Integration with other Systems:
· Develop integration interfaces between Oracle systems and other government systems using:
- Oracle Integration Cloud (OIC)
- Oracle SOA Suite
- REST APIs and SOAP Web Services
· Integrate systems with unified government service portals
3. Maintenance and Development of Government ASP.NET Systems:
· Maintain and develop applications based on:
- ASP.NET MVC/Core
- C#
- Entity Framework
· Integrate ASP.NET solutions with Oracle systems
Detailed Technical Requirements:
1. Core Oracle Technologies:
· Advanced proficiency in:
- PL/SQL (Procedures, Functions, Packages, Triggers)
- Oracle Database (19c/21c)
- Oracle SQL Developer
- Performance Tuning and Query Optimization
2. Development Tools:
· Oracle Forms & Reports (versions 11g/12c)
· Oracle JDeveloper for ADF
· Oracle REST Data Services (ORDS)
· Oracle Application Express (APEX)
3. Integration Technologies:
· Oracle Integration Cloud Service (OIC)
· Oracle SOA Suite 12c
· Oracle API Gateway
· ESB Concepts and integration patterns
4. Required Microsoft Technologies:
· ASP.NET MVC/Core
· C# .NET
· Entity Framework Core
· Visual Studio 2022
5. Project and Quality Management:
· Version control tools: Git, SVN
· CI/CD systems: Jenkins, Azure DevOps
· Project management tools: Jira, Confluence
· Agile/Scrum methodologies
Qualifications and Required Experience:
Academic Qualifications:
· Bachelor's degree in Computer Science, Software Engineering, or equivalent
· Oracle certifications (e.g., OCA, OCP) are required
Professional Experience:
· 4+ years in Oracle systems development for government entities
· 2+ years in ASP.NET system maintenance and development
· Practical experience with government system standards and security
· Knowledge of government work systems and procedures
Soft Skills:
· Ability to work in multidisciplinary teams
· Understanding of privacy and security requirements in government systems
· Excellent communication skills with relevant entities
