Responsibilities:
- Develop and implement site-specific HSE plans aligned with project contracts and client requirements.
- Oversee the implementation of environmental management programs to minimize project impact.
- Lead the coordination and facilitation of HSE meetings, including safety committees and project safety briefings.
- Ensure compliance with contractor HSE performance and manage contractor safety audits.
- Review and approve method statements, risk assessments, and safety documentation submitted by contractors and subcontractors.
- Drive continuous improvement initiatives to enhance safety performance and reduce incident rates.
- Manage the reporting and investigation of occupational illnesses and injuries, ensuring timely communication and corrective actions.
- Ensure proper use and maintenance of Personal Protective Equipment (PPE) across all project sites.
- Participate in project risk workshops to integrate HSE considerations into overall project risk management.
- Support the integration of health and wellness programs for site personnel.
- Coordinate emergency drills, evacuation procedures, and first-aid training programs.
- Monitor compliance with hazardous material handling, storage, and disposal procedures.
- Provide technical advice and support for HSE-related project challenges.
- Assist in the preparation and submission of regulatory permits and environmental impact assessments.
- Maintain updated knowledge of new HSE regulations and industry trends relevant to infrastructure projects.
- Ensure all safety signs, labels, and warnings are installed and maintained according to standards.
- Facilitate safety culture assessments and develop action plans based on findings.
- Work with procurement teams to ensure HSE compliance in equipment and material selection.
- Collaborate with quality management teams to align HSE practices with overall project quality standards.
- Prepare detailed HSE reports and presentations for senior management and clients.
- Mentor and develop HSE awareness among all project personnel, fostering accountability and proactive safety behavior.
Essential Requirements:
- Bachelor’s degree in Safety Engineering, Environmental Science, Occupational Health, or related field.
- Minimum 15 years of HSE experience in PMC environments, specifically on large-scale infrastructure projects (roads, bridges, utilities, etc.).
- Strong knowledge of local and international HSE laws, standards (e.g., ISO 45001, OSHA, etc.), and best practices.
- Proven experience in conducting risk assessments, safety audits, and incident investigations.
- Excellent communication, leadership, and interpersonal skills.
- Ability to manage multiple projects and work under pressure.
- Certification such as NEBOSH, IOSH, or equivalent is highly desirable.
- Experience with electronic HSE management systems and reporting tools.
