Job Description:
Parsons is looking for an amazingly talented Master Planning Lead. In this role you will be responsible for managing cluster development strategies for the international consulting firm preparing the update of the City’s Industrial Master. This update shall pertain to economic, social and physical characteristics of the city and consider and include all public and private development in the city including but not limited to industrial, housing, commercial, education, parks, mosques etc. The Master Plan Update shall reflect the RC-Yanbu Economic Plan recommendations.
Reports directly to the Director, Urban Planning or the Program Director. Will require to interface with concerned Sections and Departments of the Royal Commission and Parsons Leadership.
What You'll Be Doing:
Working with an interdisciplinary management team of the Royal Commission, assesses opportunities in the city for industrial uses (including petrochemical and energy intensive industries) to formulate cluster plans that will be incorporated into the amended the Yanbu Master Plan.
Analyzes the RC-Yanbu Economic Plan and supporting cluster development feasibility studies as a basis for the Yanbu Master Plan and future cluster economic planning.
Conducts economic and technical analysis of potential cluster opportunities, reports on findings, and meets with department directors in order to obtain the needed feedback.
Evaluates and prepares situational analyses to determine strategic opportunities and threats to the achievement the RC strategic direction for Yanbu.
Develops business cases for new city/expansion in alignment with approved RC strategies.
Performs necessary research into industrial clusters and provides specialist insight towards the development of industrial clusters accordingly.
Analyses potential cluster opportunities and their impact, taking into consideration the Royal Commission's objectives, strategic plans and city needs.

Updating of goals, objectives and policies with respect to Industries; coordinates with various stakeholders/ tenants/ investors in order to obtain the necessary feedback to refine industrial cluster plans and objectives.
Works with current and expected future products as feedstock for future industrial clusters and to review other related information in order to assess any potential opportunities in the development of industrial clusters.
Conducts cluster development feasibility studies and utilizes findings as a basis for future industrial cluster planning and conducts economic analysis of potential support cluster opportunities.
Monitors and prepares reports on the growth and development of the industrial cluster plans under implementation and provides the input on feedback in order to rectify deviations.
Supervises, coordinates, and directs the needed teams to implement the needed detailed work plans to accomplish functions operational objectives.
Oversees the implementation of operations plans, policies, procedures, and transition/ migration plan
Analysis of industrial land uses and clusters in the context of global, national, and regional industries, to include analysis of past trends, existing conditions and forecasts of future development on a sub-regional basis.
Assistance in ongoing urban design studies, site development plans and interim updates to the Yanbu Master Plan.
Responsible for review, comments and recommendations on the work produced in-house or by external consultants related to existing master plan and its update.
Develop and review project specific scope of work for consults and sub-consultants related to master plan update and other projects within the Urban Planning Department as and when needed.
Analysis of the physical structure of the city and recommendations regarding any required modification
What Required Skills You'll Bring:
A Bachelor’s degree in urban planning or related field.
Minimum of 12 years of experience in Industrial/Cluster Planning, with an emphasis on petrochemical/ energy-intensive industries.
International experience is essential.
Responsible for overall Project in terms of accomplishing the requirements of the scope of work in a management capacity.
What Desired Skills You'll Bring:
Must be able to plan, develop, co-ordinate and direct the total work through to completion.
Excellent written and verbal presentation skills, and capable of independent report production.
Capable of working independently with minimal supervision.
Ability to communicate effectively in spoken and written English is essential.
Experienced in working with other members of multidisciplinary planning and design teams
