General Description of Role and Responsibilities:
- Communicates with the Project Director continuously regarding project progress and areas of concern.
- Leads the project organization in the absence of the project director or as might be delegated by the Project Director.
- Reports any foreseen slippage of progress to the Project Director and propose corrective actions.
- Reviews fortnightly and monthly reports as presented by stakeholders and reports to the Project Director comments on non-compliance and/or areas of concern and corrective actions.
- Attends progress meetings with the Contractor.
- Monitors contractor's mobilization and any violation to the Contractor's area in compliance with the Client requirements.
- Regular visits to the programme sites for global monitoring of site activities in respect of Quality, Safety and Progress and report to the Project Director of findings, area of concern and corrective actions.
- Monitors the Independent Consultant staff involvement and reviews Field Quality Control procedures and Safety and Progress aspects.
- Involves in Contractor transmittals that address Construction methodology, Method Statements, Project Quality Plans, Safety plans, Schedules, and their compliance with Project objectives.
- Reviews the construction programme updates and analyzes its trends, correctness, and state of programme milestones and reports to the Project Director with analysis outcomes stage consent application and approval process.
- Leads the Construction Managers in performing their duties under the terms and conditions of the project agreement activities and provides general interface coordination between contractors.
- Assists in reviewing and assessing the Construction Completion requirements and endorsement by the Independent Consultant.
- Ensures that As-Built drawings, vendor and equipment warranties, O&M Manuals, Spare Parts, and Training Programmes as consented by the Independent Consultant are reviewed by all disciplines and verified against Project Requirements.
- Leads the construction completion stage according to the requirements of the project agreement and monitors the Independent Consultant's performance and issuance of completion certificates,
- Leads the services availability stage according to the requirements of the project agreement and monitors the Independent Consultant performance and issuance of completion certificates,
- Participates, monitors, and assures that the snagging and de-snagging stages are being concluded and confirmed form all stakeholders and closeout of all snags,
- Leads the startup and services available with the Contractor.
- Monitors the Contractor and its FM Contractor performance and tracks all related project agreement requirements regarding the operation of the services.
- Uploads project reports on completion and handing over.
- Informs themselves of the relevant Quality, Environmental, Safety and Occupational Health Policies, Manuals and Procedures in place within Hill International and ensures continued compliance with these requirements while employed by Hill.
- Performs other duties as assigned by the line manager/supervisor.
Qualifications, Experience, Knowledge and Skills:
- Bachelors degree in civil engineering, Construction Management or equivalent.
- At least fifteen years of experience in a Project Management role.
- Experience working on PPP and EPC/Turnkey projects is a MUST.
- MBA, PMP, CIOB, RICS or equivalent certification is strongly preferred.
- Strong track record in delivering projects in a fast-moving and challenging environment.
- Computer literate in Microsoft Office applications, including excel and word.
- Excellent command of written and spoken English.
- Able to work under pressure and tight deadlines.
- Excellent communication and organization skills.
