Job Purpose
Plan and develop urban and regional infrastructure systems to promote and ensure sustainability, resilience, and alignment with long-term regional goals and strategic vision within AlUla, Khaybar, and Tayma.
Functional Responsibilities
- Support to strategizing, planning, process development and problem-solving for Strategic Urban and Regional Infrastructure, as part of the Planning and Development team.
- Align the Strategic Urban and Regional Infrastructure vision with the Planning and Development and AlUla visions by ensuring best possible future utilization and development of property under the RCUs jurisdiction.
- Plan and develop urban and regional wet and dry infrastructure systems and roadmaps that promote sustainability and resilience and ensure alignment with long-term regional development goals and strategic vision. In addition, ensure efficient and sustainable operation and maintenance of Power, ICT and Solid Waste infrastructure and wet infrastructure systems and utilities.
- Update and align wet and dry infrastructure codes and standards, including for bulk infrastructure development, with planning policies and regulations and guarantee adherence to the highest quality and safety standards for infrastructure systems.
- Develop comprehensive wet and dry infrastructure master plans in alignment with the Master Plan Toolkit and RIBA 0-1 stages, to ensure master plans are integrated with Design and Construction Management Governance structures.
- Review and update hydrology assessments and develop flood strategies to protect and preserve developments and infrastructure within AlUla Master Plans, focusing on the Core, Khaybar, and Tayma. Furthermore, safeguard the integrity and functionality of wet utility hydraulic models, including potable water, wastewater, and irrigation systems.
- Serve as Subject Matter Experts on wet and dry infrastructure planning, by providing technical support, engaging with stakeholders, conducting design reviews, and approving infrastructure projects to ensure compliance with stakeholder needs, best practices, stakeholder satisfaction, the implementation of strategies and policies, and all relevant standards.
- Oversee and review feasibility studies, adherence to policies and processes, secure and monitor budgets, evaluate vendors, communicate and report to organization executive and leadership.
- Support the development of relevant support tools and guidance, training and capacity building.
- Continuously monitor and update standards to align with strategic vision and goals to maintain infrastructure integrity and compliance.
Encourage and integrate innovative technologies and practices into the transportation system to enhance efficiency and user experience. Furthermore, incorporate sustainable practices into transportation planning and operations to minimize the environmental impact and support a healthier ecosystem.- Ensure all transportation systems and activities adhere to relevant legislation, policies, and best practices. In addition, develop and implement policies and procedures to maintain high levels of safety and security standards.
Plan and develop long-term plans for safe, efficient and integrated transportation infrastructure and services to meet future demands and support sustainable growth. - Serve as Subject Matter Experts in mobility and transport planning, overseeing roads hierarchy, governance, approvals, and coordination. As SMEs in safety and security strategy and planning, conduct safety evaluations of transportation systems, such as inspections, audits, and reviews, to identify potential hazards and develop measures to mitigate risks.
Job Requirements
Academic Qualifications Bachelor’s Degree in Urban Planning, Engineering, or a related field. (Master’s Degree preferred)
Work Experience 12 years of relevant experience. (5 years and more in government and private sector projects is preferred)
Other Requirements
Written and Oral proficiency of Arabic & English languages.
Excellent communication skills.
Excellent in management of complex projects.
- Advance in performance of economic appraisal, demand forecasting, cost-benefit analysis, and operating cost forecasting.
- Expert in major development master planning and urban planning preferably at national levels thorough knowledge of urban and infrastructure planning disciplines.
- Demonstrate intellectual rigor and effective communications, explaining technical issues to a range of audiences.
- Strategic thinking, innovative problem-solving abilities, and leadership skills.
