- Manages the team’s deliverables through effective leadership by setting individual objectives, managing performance and developing the team to maximize performance.
- Oversees all contractual matters related to assigned construction packages, including final payments and retentions.
- Leads preparation and approval of pre-qualification documents for different types of contracts and recommends bidders list for approval.
- Oversees the execution of requests for proposals (RFP's), qualification requests (RFQ's), and invitations to bid (ITB's) with procurement team.
- Ensures the development of tenders and related documents, manages the programmes' tendering process and makes recommendations for the awards in conjunction with procurement team.
- Oversees the planning and execution at pre-tender and pre-contract stages, including commercial evaluation of tenders received, ensuring the contracting strategies and the ultimate contracts developed are consistent with company approved policy in conjunction with procurement team.
- Ensures the management of contracts during the contract period and ensures its close-out is in accordance with established procedures.
- Progresses claims and other contractual matters and prepares progress reports related to assigned contracts.
- Monitors the business provisions of assigned contracts to ensure compliance with contractual terms and condition and. advise the Contracts or Deputy Manager regarding scope, financial, and risk issues and concerns of applicable contracts.
- Generates and maintains documentation for analyzing, negotiating, and drafting change/variation orders with contractors through the enterprise systems (e.g. Prism, SAP)
- Monitors project expenditures versus contract cost limitations and prepares letters to clients notifying them of contract cost limitations and requirements for additional funds.
- Oversees the arrangement of contractor’s visits, as required, to end-user locations and participates in pre-tender clarification/site visit meetings.
- Attends pre-award meetings, clarifications and negotiations with bidders prior to contract award to resolve any pending matters prior to signature and finalization of the formal contract with the contractors.
- Bachelor’s degree in legal, Quantity Surveying or related field
- Master’s degree in legal, Quantity Surveying or related field preferred
- Royal Institute of Chartered Surveyors preferred, not essential
- 15 years’ relevant experience, managing Contracts within construction projects. Contractor and consultancy experience preferred.
- Previous KSA /Middle East experience preferred.
