Job Description
- Provide efficient and effective Project Management of the project SCADA Construction Contractor including technical support services associated with the automation of treatment plants, pumping stations, reservoirs and other process infrastructure to ensure quality and continuous service within the projects Scope, RFP and Procedures.
- Identify, assess and manage/mitigate risk (regarding GRF’s SCADA and Controls infrastructure) in a proactive manner within the GRF Risk Management Framework.
- Provide detailed analysis of alternative courses of action in addressing issues/problems with SCADA and Control Infrastructure devising action plans and advancing new approaches.
- Ability to anticipate changing hardware, software and operational requirements.
- Manage the alarm systems that are incorporated into the SCADA system.
- Prepare contract payment certificates (IPCs) and other financial contract documentation for submission to the GRF Finance Department for processing and approval.
- Ensure process and system changes are reflected in all relevant documentation and processes.
- Assist in the development of technical and commercial content of all reports, standards and contract documentation in consultation with the respective departments.
- Assist in the development of Standard Operating Procedures (SOPs) and Work Instructions.
- Awareness of the KSA Cyber Security Standards related to SCADA.
- Extensive experience of (ELV) low current systems standards and specifications, including (but not limited to:
- SCADA System Management
- SCADA (Irrigation, Lighting etc.)
- SCADA control room and data centre management
- CCTV (Closed-Circuit Television)
- Fire Alarm systems.
- Controller systems, and more.
- Ability to diagnose system failures and breakdown problems and Plan and implement professional solutions.
- RFP Development and Management:
- Experience in developing and manage Requests for Proposal (RFPs).
- Experience in developing and managing BoQs.
- Experience in reviewing and evaluating ELV Drawings, BoQs, and Specifications.
Manage and Monitor Performance:
- Experience in monitoring performance and work quality of works and provide advice for performance improvement.
- Ensure that the implementation, maintenance, and functionality of ELV systems meet the highest, statutory standards for KSA as a minimum.
- Manage performance proactively and formally, including written warnings, performance deduction management against Deliverables, KPIs and SLAs.
- Ensure that ALL required reports and documentation are provided by the Contractor
- Prepare weekly performance reports for the Client, including Gant Charts and Scheduling reports against deliverables.
- Extensive Technical Skills (including but not limited to:
- Troubleshoot technical issues efficiently.
- Familiarity with Design Patterns.
- Understanding of Agile methodologies.
- Problem-solving skills.
Qualifications
- A BA or equivalent degree, in an engineering discipline (Project Manager).
- Membership and Registered with the Saudi Council of Engineers (SCE).
- Extensive Experienced in Contract and Project Management.
- Engineering Degree in respective disciplines.
- PMP Qualified and Certified.
