The Opportunity
The HSE Officer will supports the SLA Contract by ensuring all Health, Safety, and Environmental (HSE) matters are managed in full compliance with local laws, client requirements, and ADB SAFEGATE standards. The HSE Officer will be promoting ADB SAFEGATE culture of safety and continiuous improvement across all operations.

Health & Safety
- HSE Compliance & Monitoring
- Ensures that all maintenance and project activities are carried out in accordance with local health and safety legislation, international standards, and contractual HSE obligations.
- Risk Management
- Conducts regular risk assessments, hazard identifications, and job safety analyses for all tasks related to the SLA and asset replacement contract. Ensures appropriate controls are implemented.
- Incident Management
- Leads investigations into accidents, incidents, and near-misses. Prepares detailed reports and ensures lessons learned are incorporated into safety practices.
- Training & Awareness
- Delivers HSE induction and ongoing training programs to all contract staff. Ensures competency and awareness through safety briefings, toolbox talks, and refresher training.
- Inspections & Audits
- Leads internal and external audits for all HSE subjects. Conducts regular HSE inspections and audits across operational areas. Tracks and reports compliance and follows up on corrective and preventive actions.
- Documentation & Reporting
- Maintains all HSE documentation in accordance with contract and regulatory requirements. Prepares and submits HSE performance reports to the client and internal stakeholders.
- Emergency Preparedness
- Develops and maintains emergency response plans. Conducts drills and evaluates readiness and response capability.
- Client & Contractor Interface
- Acts as the HSE focal point for all stakeholders within the SLA and Asset Replacement contract, including subcontractors, ensuring HSE responsibilities are clearly communicated and upheld.

The talent we want to inspire has...
- Diploma or Degree in Occupational Health and Safety or related discipline
- Recognized HSE certification (NEBOSH, IOSH, etc.)
- Excellent knowledge of Saudi Labor Law and international HSE standards
- Ability to influence and drive a culture of safety
- Proficiency in English
- Strong communication, organizational and leadership skills
- Experience working under SLA/contractual performance frameworks preferred
- Minimum of 3 years’ experience in HSE roles within infrastructure or facilities management contracts Familiarity with HSE management systems and incident tracking platforms
