Job Purpose: The Chief Operations Officer is responsible for overseeing the company’s construction operations and procedures. As a key member of the executive management team, the Operations Manager manages various aspects of business operations, including project execution, tendering, cost control, and health and safety. Additionally, the Operations Manager ensures operational excellence, compliance with Saudi regulations, and alignment with Vision 2030 initiatives when applicable. Key Responsibilities: Strategic Leadership • Develop and implement operational strategies that align with the company’s business goals. • Work closely with the CEO and other executives to ensure alignment of business and operational strategies. • Enhance the performance, scalability, and profitability of construction operations. Project Delivery & Execution • Oversee the planning, execution, and delivery of infrastructure and building projects across Saudi Arabia. • Ensure projects are completed on time, within budget, and to quality standards. • Monitor key performance indicators, risk management, and project health dashboards. Operational Management • Oversee all operations related to construction, project management, planning, cost control, tendering, quality assurance/quality control (QA/QC), and health, safety, and environment (HSE). • Ensure operational efficiency across all departments and construction sites. • Implement systems and technologies to improve operational excellence. Regulatory & Compliance • Ensure compliance with local laws, labor regulations, Saudization requirements, and safety standards. • Manage relationships with regulatory. Financial Oversight • Collaborate with Finance to manage project budgets, forecasts, and cost control. • Contribute to financial planning and ensure projects contribute positively to margins. Stakeholder Management • Interface with government entities, JV partners, developers, and key clients. • Represent the company in high-level meetings, negotiations, and strategic forums.
Requirements
- Bachelor’s degree in civil engineering, Construction Management, or a related field (mandatory) • PMP, PMI-SP, or Lean Six Sigma certification is a plus Experience: • 15+ years of experience in large-scale construction or infrastructure projects • Minimum 5 years in a senior leadership role (e.g., Operations Director, VP of Operations) • Proven track record in Saudi Arabia or the GCC region is highly desirable • Experience in EPC, mega infrastructure, or public-private partnerships is a plus Skills: • Strong leadership and people management skills • Deep understanding of KSA regulatory and labor environment • Strong financial and operational acumen • Excellent communication, negotiation, and stakeholder management skills • Proficiency in construction software tools (Primavera P6, MS Project, ERP systems) Languages: • English (fluent) • Arabic (preferred but not mandatory)
