General Description of Role and Responsibilities:
- Acting as Lead Engineer for construction management of apron and external works, ensuring compliance with approved design, specifications, and safety standards.
- Coordinate with other engineering disciplines and stakeholders, including TADC and EPC Contractor, for integrated execution.
- Review civil/structural design specifications, shop drawings, material submittals, method statements, and QA/QC documents for approval in line with EPC contract.
- Supervise site works including cast-in-place concrete, steel reinforcement, roadways, drainage, and external utility installations.
- Conduct daily inspections and ensure construction progress aligns with project schedule and quality expectations.
- Provide technical input for resolving infrastructure and site interface issues, ensuring alignment with codes and standards.
- Ensure all apron, taxiway, and external civil works comply with aviation regulations and airport operational safety requirements, including GACA standards and ICAO guidelines.
- Coordinate works adjacent to operational runways, taxiways, and aircraft stands with a clear understanding of airside access, permitting, and safety protocols.
- Support the project controls team with progress validation and verification of the contractors monthly progress reports.
- Assist in evaluating mockups, testing activities, and material compliance inspections, and prepare associated technical reports.
- Monitor non-conformances and corrective actions, and ensure proper documentation and closure.
- Maintain effective coordination with stakeholders to ensure alignment on construction logistics, safety, and site access planning.
- Prepare and deliver site briefings, status reports, and presentations to senior project leadership.
- Ensure adherence to Hills Quality, Safety, Environmental, and Occupational Health policies throughout site activities.
- Perform other duties as assigned by the SPM/RE in line with the needs of the project.
Qualifications, Experience, Knowledge and Skills:
- Bachelor's degree in Civil Engineering.
- Minimum of 12 years of experience, including 5+ years in PMC roles on large-scale aviation or infrastructure projects.
- Prior experience with airside infrastructure (aprons, taxiways, aircraft stands) in active airport environments is strongly preferred.
- Familiarity with aviation-specific safety, phasing, and permitting procedures is an asset.
- Strong technical knowledge of external works, airside civil infrastructure, utilities, and apron construction.
- Excellent communication and reporting skills, with the ability to coordinate with multidisciplinary teams and clients.
- Knowledge of ICAO Annex 14 and other applicable international civil aviation standards related to airside design and operations.
- Understanding of compliance requirements related to airport pavement design, safety areas, and obstacle limitation surfaces per ICAO guidelines.
- Familiarity with GACA regulations and technical standards applicable to airport infrastructure, airside works, and construction safety compliance in Saudi Arabia.
